Andrew has a twenty year record of managing, implementing, designing and delivering innovative and successful ICT solutions primarily in the public sector. In that time, Andrew has worked for seven parliaments, eight UK Government departments, two Councils, Tony Blair's office, the Royal Household and the Council of Europe in Strasbourg. In these environments, Andrew filled a variety of de facto roles including Head of IT, Project Manager, Change Manager, Business Analyst and System Architect as well as providing traditional strategic and technical consulting.
In addition to his consulting and technical work, Andrew is also active in the areas of policy and strategy, especially at the interface between technology and legislation, contributing to the work of PITCOM and EURIM. He is also passionate about civil society development and support for transparent democratic processes and institutions, especially in central and eastern Europe, with a strong focus on the needs of the user, the citizen.
Major Consulting Projects:
- Parliamentary Assembly of the Council of Europe, Strasbourg
Project manager for Web workflow & publishing system for the Parliamentary Assembly. The main goals achieved by the system were rationalizing several databases, cleansing legacy data stretching back 50 years and reducing the time taken to prepare and publish the pre and post session documents. It included rule-based engines, automatic database-driven generation of documents, multilingual operation and more than forty other functions.
- House of Commons and House of Lords (UK Parliament)
Strategic consultancy role, to undertake a QA Review of the IS strategy for Parliament, covering strategy, information architecture, project management, portals and systems development methods. The review resulted in significant changes to the strategy.
- Northern Ireland Assembly, Belfast
System Architect role, developing a Web-enabled intranet/extranet workflow system for debate and committee reporting; completed to budget and achieving all goals. Follow-on strategic consultancy looked at structured information design and Parliamentary Question handling for the Assembly, involving several departments, to improve future system designs.
- The Swedish Parliament (Sveriges Riksdag)
Strategic advice and team mentoring on technical and information management policy for the Swedish parliament, involving presentations and workshops for technical staff, department managers and MP’s staff.
- The Icelandic Parliament (Alþingi)
Strategic advice and mentoring on XML-based information management for the Icelandic parliament involving both technical staff and managers from both the parliament and several government ministries.
- Time International Media & Events Services Ltd (Times Group)
Development of IHAPS international web database of humanitarian aid supplies and suppliers which helped the company to consolidate its position as the leading event and publications company in this field.
- Leicester City Council
Change Manager role, implementing ahead of time & on budget transitional enterprise systems for Leicester City Council in preparation for unitary status, working in an internal market environment at a time of rapid change with very limited information to assist planning.
- Department of Health
Business Analyst role for Department of Health Ministerial Office to identify opportunities for electronic data interchange with Parliament to support the legislative process – Government Bill Tracking, Parliamentary Question handling, delegated legislation & the work of Ministers.

Head of IT role, implementing the systems for the private office before and during the 1997 election campaign.
- House of Commons
Head of IT role, managing the design, implementation and project management of a high-availability networked system for the electronic production of Hansard for the House of Commons. This was the first networked computer system in the UK Parliament and achieved the strategic goal of saving £500,000 p.a. in print production costs so allowing the price of Hansard to be cut by a third. The system remained in use for almost ten years without a single failure. Follow-on projects computerized the handling of Parliamentary Questions, saving a further £300,000 p.a., and implemented the first Web server in Parliament.

Business Analyst and technical roles, providing consultancy on financial tracking systems and databases and implementation of email gateways, tele-working and international communications, resulting in significant financial savings and efficiency gains.

Audit role for the correspondence and press offices of Buckingham Palace and the Central Chancery of the Orders of Knighthood, St. James’s Palace.

- Active at the interface between industry and legislators for over twenty years, via PITCOM (the Parliamentary IT Committee) and the e-Crime, Public Service Delivery and Information Governance Working Groups of EURIM (the Information Society Alliance).
- Regular participant in and contributor to the public meetings of the All-Party Groups on Communications and Information Technology, the Internet and Parliament conferences and the round of meetings to formulate the UK position in the Internet Governance Forum.
